Library Policies


Library Access

The collections and services of Nease Library are provided primarily for the students and faculty of Eastern Nazarene College. College staff, campus families, and alumni may also borrow materials. College neighbors and community friends are welcome to visit the library and use materials in-house, but borrowing privileges are restricted to individuals holding official College library cards or Old Colony Library Network (OCLN) member cards. (For more information on OCLN, visit the website at www.ocln.org.) Use of the library indicates agreement to observe library policies, which are designed to serve all users generously and equitably.

Children using the library should be accompanied by a parent or other supervising adult at all times.

Due to the limited number of workstations, priority use of the OPACs (Online Public Access Catalog), must be given to Eastern Nazarene College students and faculty needing electronic access to meet research needs. The OPAC stations are for research purposes only and are not to be used for email.

Nease Library cannot be responsible for content provided via the Internet. Use of the Internet must be consistent with the ethics and community standards of Eastern Nazarene College. We are particularly concerned that children accessing the Internet be accompanied by a supervising adult. Community friends are welcome to use the OPACs but only in keeping with the above policies.


Circulation Policies

ID Card

A current ENC ID card, alumni card, or OCLN library card must be presented in order to check out materials. Borrowers are responsible for all materials checked out under their names.

Borrowing Privileges

Current students, faculty and staff, and alumni of Eastern Nazarene College have borrowing privileges at Nease Library. Families of faculty and staff should acquire their own college IDs through the campus security office.

Members of OCLN libraries also may borrow materials from Nease Library. However, the library does not issue OCLN library cards. Community members desiring library cards must apply at their local public library.

Those without an ID may not check out materials but may use materials in the library.

Loan Periods

Library materials are checked out for the following periods of time:

  • Circulating books: 4 weeks
  • Children's literature: 4 weeks
  • Curriculum books: 2 weeks
  • Manipulatives & Kits: 2 weeks
  • CDs: 2 weeks
  • Videos & DVDs: 3 days
  • Reserves: loan periods determined by professor

Renewals

There are no renewals on materials owned by Nease Library.

Overdue Notices

Overdue notices are sent as a courtesy. The borrower is responsible for noting the due date on the sticker placed on the back of each circulating book and for returning the book on time.

Late Charges

A library item is considered overdue on the day following the item's due date. However, there is a grace period during which patrons can still return items without receiving an accrued fine. Grace periods are as follows:

  • Reserves: 30 minute grace period
  • Videos/DVDs: no grace period
  • 2 week circulation: 10 day grace period
  • 4 week circulation: 15 day grace period

Following the grace period, a fine of $3.00 will be assessed for 2 week circulations, and a fine of $4.00 will be assessed for 4 week circulations. Fines will increase at a rate of $.25 per day until a maximum of $5.00 per item is reached.

Overdue videos and DVDs are assessed an overdue fine of $3.00 per day per item until a maximum of $30.00 per item is reached.

Sixty days after the item's due date, patrons will be billed for the replacement cost of the item. The replacement cost for library materials generally range from $35 to $75, depending on the type of material (curriculum, videos, books, CDs, etc.). This charge incorporates the replacement cost as well as the cost to process the replacement material.

Each month, all unpaid bills will be sent to the Student Accounts Office and added to the patron's account at ENC. This process will result in a $10 surcharge per transaction, which is nonrefundable in the event that the item is eventually returned to the library.

The replacement cost for items returned within 60 days of billing will be fully refunded, minus the overdue fine and surcharge.

Returning Books

Borrowers are asked to return books to the Nease Circulation Desk, or to access the book drop in the library lobby by utilizing the College ID card when the library is closed. Library materials may also be returned to OCLN member libraries.


Reserve Policies

Reserve materials are available at the Nease Library Circulation Desk to current students of Eastern Nazarene College.

Students are required to bring their ID card in order to borrow reserve materials.

Students should keep in mind that the point of reserves is to allow many people to use the same materials. If students keep reserve materials longer than the designated loan period, they are preventing others from accessing needed materials. Overdue charges will be assessed in these situations as follows:

Interlibrary Loan Policies

About Interlibrary Loan

Interlibrary Loan is a voluntary system of sharing materials between libraries, based on goodwill and mutual benefit. Our use of OCLC’s bibliographic database and computerized borrowing system helps us to provide students and faculty with the best possible service.

Those requesting interlibrary loans should check the Nease Library Online Catalog for availability of desired materials before requesting them through interlibrary loan.

Loan request forms may be obtained at the Circulation Desk, and are accepted at either the Circulation Desk or the Interlibrary Loan Office. Electronic requests may be placed on the network around the clock.

Students and faculty can expect their Interlibrary Loan requests to arrive in approximately 5 to 10 business days. Nease Library will notify students and faculty by phone, email, or mail when their requested items have arrived.

Nease Library reserves the right to refuse an interlibrary loan request if, in its judgment, fulfillment of the order would violate the copyright law.

Charges

Undergraduates are allowed five free interlibrary loans per semester. For each request thereafter, a $1.50 transaction fee will be assessed to the student. A charge of $.10 per page is assessed for any article requested.

Failure to pick up materials that have arrived within the given deadline will result in a $5.00 processing fee being assessed to the student’s account at Nease Library.

Loan Periods

The lending library determines the length of the loan period for books, usually between two to four weeks.

Renewals should be requested only in unusual circumstances, and must be requested before the due date. Many libraries do not allow any renewals, so patrons are urged to plan their research to complete the use of ILL material before the due dates.

Speeding Up the Process

The most important thing that the borrower can do to speed the interlibrary loan process is to fill out the entire ILL request form completely and legibly. The borrower should take care to complete all information requested on the form, including first and last name and the quickest contact method for notification. Inaccurate citations will cause delays.


Copyright and Fair Use

US Copyright Law

The copyright law of the United States (Title 17, United States Code,) governs the making of photocopies or other reproductions of copyrighted materials. This legislation was enacted by Congress under its Constitutional grant of authority to protect an author's writings. As technology changes, the understanding and meaning of the word "writings" is expanding. (See Library of Congress or Cornell University Legal Information Institute)

Fair Use for Teaching and Research

The "fair use" doctrine allows limited reproduction of copyrighted works for educational and research purposes. The relevant portion of the copyright statue provides that the "fair use" of a copyrighted work, including reproduction "for purposes such as criticism, news reporting, teaching, (including multiple copies for classroom use), scholarship, or research" is not an infringement of copyright. The following factors are important to the determination of "fair use" in any given situation:
  • The purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes;
  • The nature of the copyrighted work;
  • The amount and substantiality of the portion used in relation to the copyrighted work as a whole, and
  • The effect of the use upon the potential market for or value of the copyrighted work.

Nease Library Code of Conduct

The Nease Library abides by the Eastern Nazarene College Code of Conduct and other College policies which guide behavior on the campus. Provided here are particular provisions for behavior within the Library.

  1. Please protect the right of all members of the community to enjoy a quiet work environment while using the library. Refrain from use of radios, tape/CD players, pagers, cell phones, etc.
  2. Please respect the quiet zones located on the second and third floor of the library. Maintain reasonable conversation levels on the first floor and ground floor.
  3. Food is not allowed in the Nease Library.
  4. Drinks in rigid spill-proof mugs are permitted only in the 24 hour study room and group study rooms. No drinks are to be placed or consumed near the OPAC stations, microcomputer lab, or stacks.
  5. Nease Library is a smoke free environment.
  6. Please recycle paper in the bins provided throughout the library. Please dispose of any other trash properly.
  7. The use of rollerblades and skateboards is not permitted in the library. Bicycles should be left outside the library building.
  8. No animals, except those used to assist people with disabilities, are allowed in the library.
  9. Please respect the library building, materials, and equipment. Cutting, tearing, or defacing library holdings such as books, periodicals, and non-print materials, or tampering with equipment, furniture, and facilities is prohibited.

Archives

Purpose

The Eastern Nazarene College Archives, located in Young Apartments, serves both the evidential and informational needs of the College. It seeks to document and preserve the history of Eastern Nazarene College from the founding of the College to the present. The College Archives serves as a major information source for people, the constituents, publications, and events associated with Eastern Nazarene College.

Circulation Policy

The Archives is a non-circulating repository. However, in order to better serve the College community, materials can, on exception, be placed on loan. Materials are to be cared for with unusual concern and should not leave the campus.

Hours

The Archives is generally staffed during the following hours:
  • Monday 9:00 am - noon
  • Thursday 8:00 am - 10:00 am and 1:00 pm - 3:00 pm
  • Friday 9:30 am - 10:45 am
  • By appointment
Please make an appointment to visit the Archives, even during staffed hours, and indicate to what you would like to have access. Staff will inform you whether or not the material you seek is available and will have it ready for you.

Gift Policy

Gifts to Nease Library

The Library is grateful for gifts of money and of books and other materials that contribute to the development and support of the academic programs of the institution.

Material Gifts

The Library accepts books and other materials with the understanding that it has the right to handle or dispose of them in the best interest of the institution. The Library Director reserves the right to make the final decision on adding the donated items to the collection.

A gift plate to identify the donor may be placed in the book when appropriate.

Gifts of Money

Donations of money are accepted by the library for the purchase of books and other materials. The donor may specify how the money should be spent. The gift may be given in memory or honor of a specified person and will receive an appropriate gift plate.

Acknowledgment of Gifts

In acknowledgment of books or money the library will offer a letter recognizing the gift which the donor can use as documentation for tax purposes. The appraisal of gift books for tax purposes is the responsibility of the donor who claims the tax deduction. The library can only note the number and description of donated items, not the value.
